1:42 a.m. A man was arrested and a woman was issued a summons after a car stop on Arbor Street.  Samuel Maynard, 23, of 158A Lafayette St., apartment 2 in Salem was charged with possession of Class B drugs and possession of Class C drugs. A 26-year-old woman from South Boston was issued a summons for operating without a license.
