Shared Maintenance - added expense or money saver?

Recently the Edward J. Collins, Jr. Center for Public Management completed a study of regionalization of facilities and public works for the Town of Wenham, Town of Hamilton and the Regional School District.    

In the executive summary of the report it states "when taking into account savings that can occur as a result of consolidation, the increased costs of these positions are estimated at approximately $121,000 in the full consolidation alternative and approximately $191,000 in the two department, interim model."    The full report can be read on the Collins Institute website at http://www.umb.edu/cpm/publications
